You can get this effect with any graphics program that uses layers.

You can turn a regular base (from Fuzzable) into something glamorous with just a couple simple steps.

Step .001
Open up your image in your desired program. I will be using the image to the left from Fuzzable. You may resize your image if nesescessary, but keep in mind that the average icon dimensions are 100px by 100px and 90px by 90px.

Step .002
Paste this onto your canvas and into a new layer. Set the layer's mode to screen, and adjust the opacity as you please. For this tutorial I didn't change the opacity but feel free to experiment.

Step .003
Paste this onto your canvas and into a new layer. Set the layer's mode to overlay, and then again feel free to change the opacity. Here's also your chance to get creative with icon textures and brushes.
