Open GIMP and create a new canvas (CRTL+N), about 300
pixels by 200 pixels, just in case if you need more
room. Remember; you can always cut off the extra space
once you're done. Fill the canvas with your favorite
color, but for this tutorial's sake I'm filling it with
#272727, a fairly dark gray.

Select the text tool and type a phrase in a contrasting
color (if your background's light, type in dark, as vice
versa). Drag the layer near the top of the canvas.

Now go to Image- Transform- Flip Vertically. Select.
Now don't freak out that it's completely lopsided; make
sure that you have your text layer selected and copy it.
(CRTL + C) Now undo the effect with CRTL + Z. See?
Everything's better! Now you want to paste the copied
layer (CRTL + V), and then right click on the layer in the toolbar and
select 'new layer', so you can match it up to the bottom of the
existing text layer...

We're almost there! Now you need to take your eraser
tool and select the largest, circular, fuzzy brush (I
used size 5) and drag it along the bottom of your pasted
upside-down layer. To get a perfectly straight line
hold the Shift key down. Feel free to change the opacity
of this layer to give it more of a flowy effect.
