This tutorial is compatible with most graphic programs.

Step .001
Open up your image in your desired program. I will be using this image. You may resize your image if nesescessary, but keep in mind that
the average icon dimensions are 100px by 100px and 90px by 90px.
Select a portion of the image with your rectangular marquee tool, and copy that selection (CRTL
+ C) then paste it into a new layer (SHIFT+CRTL+N)
Step .002
After you've pasted the new layer, set the layer to screen and add the layer mask,
"Grayscale Copy Of Layer". Move the layer to either side of the image, and rotating or resizing
the layer is your choice.
Step .003
Merge the existing layers together and select the middle section of the icon with your
rectangular marquee. Cut that portion out of the image (CRTL+X) and then delete what's rest of
the layer.
Paste this onto your canvas and drag the layer below
the two (if you still have your original background layer; drag this new one above it).
Step .004
Paste the part of the layer you just cut out (CRTL+V) on top of the canvas-print layer I just
had you add. Now you're done with the actual effect! Feel free to add any other decorative
items to make your icon look spiffier. ^^
